A banker living in Ottawa when he enlisted in May 1915, Russell served with the 6th Field Company of the Canadian Engineers before he transferred to the Royal Flying Corps on 1917-08-22. He was appointed an Observer on 1917-12-02 and posted to 103 Squadron on 1918-04-12. With this squadron, he was credited with 5 victories in 2 months (July & August, 1918). Russell was wounded in the hand by anti-aircraft fire on 1918-09-29. His pilot Capt JA Sparks was also wounded.
