While serving with the 31st Battalion of the Canadian Expeditionary Force, Puffer was wounded in action at St. Eloi in May 1916. On 1917-08-16, he joined the Royal Flying Corps and was posted to 41 Squadron on 1918-02-04. Flying the S.E.5a, he scored seven victories in the summer of 1918. During World War II, he served with the Royal Canadian Air Force.
