Bell was a member of the Governor General's Foot Guards Militia before enlistment in the 38 Btn CEF in 1915. He transferred to the RFC in January, 1917 as an observer with 22 Squadron. He applied for and got flight training in the early Fall of 1917, returning to the Western Front as a pilot with 47 Sqn where he stayed for only a month before being transferred to 150 Squadron, where he scored the greatest majority of the 16 victories with which he is credited.He was demobilized on 1919-05-06 when he returned to Ottawa where he married and resumed his career as an Engineer.
