Burgess enlisted in the Saskatchewan Regiment of the CEF with the rank of Lieutenant, and was seconded for duty with the Royal Flying Corps on 1917-07-12. Posted to 25 Squadron as an air-gunner, he scored 7 victories flying the DH.4, all with pilot Capt James Fitz-Morris MC (British). Lt. Burgess relinquished his commission on 3 March 1919. In 1926 David Luther Burgess, a member of the Independent party, ran for the Prince Albert, Saskatchewan seat in the House of Commons. He was defeated by Premier William Lyon Mackenzie King. The election was not without controversy.
