Manley did his basic flight training at Camp Rathburn at Deseronto and left immediately for England where he continued his training at the 25 Training Squadron at Port Meadow, Oxford. On 1918-07-07 he joined 62 Squadron where he got right to it. He shot down 5 enemy aircraft in the first two weeks of September before being shot down himself, along with his observer Sgt. G. F. Hines. in C994. He was repatriated in December 1918 and placed on the unemployed list 1919-05-01.
