Devlin had a conditional commission in the RNAS, subject to having a pilot's license and passing the physical. He had learned to fly at the Wright School, Minneola, New York and so met that criteria, but on presenting himself to the RNAS he was found physically unfit for service after arriving in England. His RNAS appointment was terminated on 2 November 1916
