Parlee, a student, joined the Machine Gun Section of the 28th Infantry Battalion, CEF as a private in October 1914. He was seconded for service with the Royal Flying Corps on 1916-11-06 as a Lieutenant. Posted to 22 Squadron as an observer, he scored 6 victories flying the FE2b in 1917, flying mostly with 2nd Lieutenant J.V.Aspinal as pilot. He was trained as a pilot and by 1918 was a RFC Flight Instructor in England. By October 1918 he was a CAF Flight Instructor in Canada. He ceased to be seconded for duty with the Royal Air Force on 31 March 1919.
