Foley was working for the Wright Brothers at Minneola Field, Long Island, NY when he read of the Enlistment Depot established by the RFC, in Toronto. He signed on, on 1917-11-07. His flight training was at Beamsville and he graduated a pilot and was commissioned in the RFC on 1918-05-04. All his flying was in England, see at right.. Foley was a Wing Commander in WWII, commanding 3rd Training Wing, RCAF, at London, Ontario.
